He has large, full lips, long eyelashes, well-defined eyebrows, and copper-toned skin. His eyes are big and hazel-colored, the sort of eyes that make you want to trust him, even if he isn't really the trustworthy type. His hair is dark, and he styles it back. He makes sure to keep it nice and trimmed. His arms have big, thick muscles, as those are the only limbs he has use of.
Rafael likes to wear classier clothes, suits or dress shirts and vests. He very much likes to look refined; it reflects the power he loves to have. That said, he is in a wheelchair all the time when he's not in a normal chair or in bed. His legs are somewhat stunted as a result of their not being functional; he puts a quilt or blanket over them to cover that fact up.
PERSONALITY:: Rafael is a man who loves power. He is a man who loves to be in control and on top of absolutely everything he can be. This is not necessarily a bad thing; he knows his limits, and he knows not to go absolutely crazy over the whole ordeal. But it is still a very important part of him. Most likely, it stems from his childhood, from seeing his family pushed and kicked around. Whatever the case may be, it's made him very good at the art of manipulation and charm. He knows how to use his looks to get what he wants from certain people, and his wiles to seize what he wants from others.
He's an intelligent creature, but he knows it, and that and his looks have contributed a great deal to his vanity. He reads in his free time, every book he can find, whether they be fiction or non, classic literature or trash romance novels. He used to work on cars, as it was the only outlet he really had, but his incident hindered his ability for that greatly. While he still does that from time to time, with help, reading is his solace, now.
The chair has affected him. Whenever he feels like someone is underestimating him because of his inability to walk, he's like to snap, and to do whatever he can to prove them wrong. This makes him impulsive and a little bit angrier than usual.

When he was only four years old, they and a few of his aunts and uncles immigrated from Havana, Cuba to Miami, Florida. They lived in a two-bedroom apartment, the seven of them, crammed like sardines in a can. They were a minority, and they were poor. In those times, the only jobs offered to them were illegal ones. So they worked in the jobs that were offered to them. They became lackies for bigger bosses, pushed around and spit on just so they could earn their daily bread.
Rafael watched this as a child, and as he did, it pushed a button deep inside his young mind. He promised himself he would never let some one step on him the same way they stepped on his family -- and he promised himself he would tear apart anyone who tried.
Because of his family's connections, he was able to get his own job within the mob when he was only fifteen. He pushed and pushed, and finally began to climb the ranks. When prohibition was passed in 1920, when he was twenty-four, he saw his opportunity, and he grabbed it. He severed a gang away from the larger brotherhood, and he moved them to Chicago to go and make their fortune in bootlegging.
In Chicago, he was the unquestioned leader, and his gang grew. Soon, they were large enough to be a brotherhood of their own, each and every one of them with girls on their arm and expensive illegal booze in their hands. Rafael opened a speakeasy, the money rolled in, and times were good.
Until someone else saw just how good the Cubans were.
In those days, most shootings were done by drive-by. No one expected a sniper, and so they were unprepared when, as Rafael and a couple of his friends and body-guards walked down the street, a shot rang out. Luckily, the sniper fled after the initial shot, and his bullet had not his its mark. Instead, it had hit him square in the small of his back, severing his spine.
Rafael was lucky to be alive. But he was not lucky, to lose the use of his legs forever.
Slowly, after that, his friends began to leave him. The other members of the gang stopped taking his orders. He was broken, according to them, and they could not be led by a broken man. Their words were what really broke him, truly.
He sought something, anything, to "fix" himself. And finally, he found a man who claimed he could work miracles. He turned Rafael, in exchange for free reign over a section of city Rafael and his cohorts owned. The only problem was that, though the blood took, Rafael's legs were as useless as ever.
After his gang completely left him, Rafael turned instead to the vampire hierarchy, and began again the long process of climbing the ranks until he was satisfied. The council saw his intelligence and took him on, and now he sits comfortably amongst its ranks.
